Specialist, New York Power Authority (NYPA), receives one of the
National Hydropower Association’s (NHA) 2007 Outstanding Stewards of
America’s Waters award for the development of an innovative eel
passage facility installed at NYPA’s St. Lawrence-FDR Power Project
in Massena, NY. Dave Youlen, immediate past president, NHA, and
Julie Smith-Galvin, chair, Public Affairs Committee, NHA, made the
