Draft License Application for St. Lawrence-FDR Available for Public Review

MASSENAThe New York Power Authoritys draft application for the relicensing of the St. Lawrence-Franklin D. Roosevelt Project is available for review in the "News" section of NYPAs Web site (www.nypa.gov) and at area libraries.
The draft application includes a Draft Preliminary Draft Environmental Impact Statement (DPDEIS) prepared by Environmental Resources Management, an environmental consulting firm, in cooperation with the Federal Energy Regulatory Commission (FERC) and New York State Department of Environmental Conservation.
The draft application was provided at the end of last year to resource agencies, state and local governments, the Mohawk community at Akwesasne, and active participants in the Cooperative Consultation Process for St. Lawrence-FDRs relicensing.
St. Lawrence-FDRs current federal operating license, issued in 1953, expires on Oct. 31, 2003. NYPA is applying for a new, 50-year license for the project, located here.
In addition to being on the NYPA Web site, the draft application can be reviewed at the Warren Memorial Library in Massena, the Waddington Hepburn Library, the Lisbon Hepburn Library and the Akwesasne Cultural Center in Hogansburg.
A 90-day comment period on the draft documentation ends on April 2, 2001.
A final application for a new license must be submitted to FERC, the licensing authority for hydroelectric projects, prior to Oct. 31, 2001.
